CM Vijay Announces 2 Big Relief Measures in Tamil Nadu: 3.16 Lakh Dairy Farmers to Benefit, Health Cover Jumps to Rs 25 Lakh
Tamil Nadu Chief Minister C Joseph Vijay has announced a hike in Aavin’s milk procurement price and a major increase in annual health insurance coverage, bringing fresh relief for farmers and residents across the state.
Tamil Nadu Chief Minister C Joseph Vijay announced two major welfare measures in the state Assembly on Wednesday, August 19, with the decisions aimed at supporting dairy farmers and improving access to healthcare.
The announcements include an increase in the price at which state-run Aavin procures milk from farmers and a significant expansion of the annual coverage under the Chief Minister’s Comprehensive Health Insurance Scheme.
The measures were announced under Rule 110 of the Tamil Nadu Legislative Assembly.
Aavin milk procurement price raised to Rs 41 per litre
In a move expected to directly benefit dairy farmers, the Tamil Nadu government has increased Aavin’s milk procurement price from Rs 38 to Rs 41 per litre.
The revised rate includes a Rs 3 per litre government incentive.
According to government figures reported by multiple outlets, the decision is expected to benefit approximately 3.16 lakh milk producers across Tamil Nadu.
The state currently has thousands of milk cooperative societies supplying milk to Aavin. The government said the price increase was intended to improve farmers’ incomes and protect their livelihoods despite the state’s financial constraints.
The move is also significant for Aavin as the state-run dairy federation faces competition from private dairy companies for milk procurement.
Rs 30 crore additional monthly burden on state
The higher procurement price will come at an additional cost to the state government.
The government estimates that the increase will add approximately Rs 30 crore per month to the state exchequer, while the annual financial impact is expected to be around Rs 360 crore.
The government has maintained that supporting milk producers remains important for protecting the state’s dairy sector and ensuring a stable supply chain.
Health insurance cover increased from Rs 5 lakh to Rs 25 lakh
In another major announcement, CM Vijay said the annual coverage under the Chief Minister’s Comprehensive Health Insurance Scheme would be increased from Rs 5 lakh to Rs 25 lakh.
The five-fold increase could provide considerably greater financial protection to eligible beneficiaries facing expensive medical treatment.
Vijay stressed that access to quality healthcare should be viewed as a right rather than merely a facility, according to reports on his Assembly announcements.
The government also indicated that additional reforms and schemes would be introduced to strengthen the state’s healthcare infrastructure and improve treatment facilities.
Government promises wider healthcare improvements
The health insurance announcement comes alongside a broader push to expand medical facilities in Tamil Nadu.

The state government has indicated plans for additional healthcare infrastructure and reforms aimed at improving access to treatment regardless of a person’s income, social status or location.
Recent announcements have also included plans for new medical facilities and cancer-care infrastructure, signalling a wider focus on expanding healthcare capacity.
For families facing major medical expenses, the increase in insurance coverage could prove particularly significant if implemented effectively across the eligible beneficiary base.
Two announcements, two different sections of Tamil Nadu
The two measures target different but important sections of the population.
The Aavin procurement price hike is directly aimed at dairy farmers, with 3.16 lakh producers expected to benefit from the revised rate.

The health insurance expansion, meanwhile, is designed to provide greater financial support for residents requiring medical treatment under the state’s comprehensive insurance programme.
Together, the announcements reflect the government’s focus on combining agricultural support with welfare and healthcare measures.
What happens next?
The revised Aavin procurement rate and expanded health insurance coverage will now need to be implemented through the relevant departments and administrative mechanisms.
For dairy farmers, the key change is the increase from Rs 38 to Rs 41 per litre, while for beneficiaries of the health insurance scheme, the headline change is the increase in annual coverage from Rs 5 lakh to Rs 25 lakh.
The impact of both measures will ultimately depend on their implementation, eligibility conditions and how quickly the benefits reach the intended beneficiaries.
